Urban platform approach in Covid-19 pandemic management (case of Semarang and Yogyakarta, Indonesia)

The world population is experiencing urban life disruption since early 2020 due to the Covid-19 pandemic. In Indonesia, Semarang and Yogyakarta both are the capital cities of respective provinces, undergone the peak of pandemic twice. The first peak occurred between January and February 2021, and the second peak occurred in July 2021. The pandemic that occurred in those two cities altered the dynamics of urban social, political, and cultural dynamics. This paper attempted to discover the phenomenon of urban management in Semarang and Yogyakarta in dealing with the Covid-19 pandemic. In this study, statistical description was used by comparing indicators and investigating their relationship using urban platform approach. The study found four major variables in Semarang and Yogyakarta: the quality of the environment; collaboration and coordination among government, society, and private parties; the presence of infrastructure to deal with Covid-19; and pandemic handling in planning and implementation.

Readiness of Urban Management in The Face of Technological Disruption and Pandemic Handling The COVID-19 Pandemic and Online Transportation in Major Cities, The Central Region of Java, Indonesia

Abstract: A pandemic is a form of urban disruption, another example that has recently emerged is related to urban online transportation. This study is needed to explain what capabilities cities then need in the face of change, which can be termed an urban disruption. Then how do cities strengthen the manageability of their territories by using the identification of the indicator variables found? This research uses two methodologies, namely quantitatively and qualitatively. To obtain quantitative data, the survey was conducted by distributing questionnaires through Google Form to respondents in three cities, namely Semarang, Yogyakarta, and Surakarta. Cities in the face of change, need a strong platform, which can guarantee the interaction of government collaboration with other stakeholders. This statement is proven by the discovery of ten variables of urban management platforms. These variables are related to coordination, environmental aspects, planning, infrastructure management, sources of funds, leadership, policies and regulations, empowered communities, data, and community networks.

FACTORS CAUSING URBAN LIFE DISRUPTIONS: A CASE STUDY ON COVID-19 PANDEMIC IN YOGYAKARTA

Urbanism happened in the city causes smart urbanism as a result of the development of smart technology applied in the urban areas. Urban hardware, urban software, and urban actors are those three main components that form urbanism. Similarly, platform has spatial, economic, and political service effects. The study was conducted in Yogyakarta. It is quantitative study. Random sampling was applied to select the respondents for the study. The questionnaire was created in googleform and distributed through WhatsApp. There were 64 respondents in this study. The result of the study shows that community members had been involved in planning and implementing program and activities for Covid-19 handling. Community members provide useful information related to Covid-19 handling such as providing information about positive cases and travellers who arrived in their neighbourhood. Community members were also involved in giving opinions and ideas for preventing and handling Covid-19 especially in their neighbourhood.

Abstract

The new concept of governance as a process of policy formation and implementation of state governance authorities in encouraging the realization of people's welfare (Yarni and Amir, 2014) must be carried out three main principles namely coordination, participation and accountability. Urban management deals with a variety of administrative structures, laws and regulations, urban space planning and development, and the development of regulatory tools that help economic development authorities (Setiawan and Timothy, 2007). The role of urban management is quite effective in achieving long-term sustainable development outcomes (Evans et al. 2005, 2006). Can urban management be effectively practiced in developing countries? What challenges and innovations have been made in implementing them? This paper will provide an overview of this matter through documentation of the development of its application in Indonesia. This
paper tries to synthesize theory with urban management practices in Indonesia by taking examples of successful cases in several cities in Indonesia.

Abstrak
Konsep baru governance sebagai proses pembentukan kebijakan dan implementasi kewenangan mengelola urusan negara dalam mendorong terwujudnya kesejahteraan masyarakat (Yarni and Amir, 2014) harus dilakukan tiga prinsip utama yaitu transparansi, partisipasi dan akuntabilitas. Dalam bidang pemerintahan daerah, prinsip ini memunculkan pendekatan baru berupa urban management yang berkaitan dengan ragam struktur administratif, mekanisme legal, perencanaan dan pengembangan ruang kota, serta pengembangan alat pengaturan yang membantu pihak otoritas
mengarahkan pembangunan ekonomi (Setiawan and Timothy, 2007). Peran urban manajemena cukup efektif untuk mewujudkan hasil pembangunan berkelanjutan dalam jangka panjang.(Evans et al. 2005, 2006). Dapatkah urban management secara efektif terpraktekkan di negara berkembang? Apa hambatan dan inovasi yang dilakukan dalam penerapannya? Tulisan ini akan memberi gambaran mengenai hal ini melalui dokumentasi perkembangan penerapan nya di Indonesia. Karya Tulis ini mencoba untuk mensintesa teori dengan praktik urban management di indonesia dengan mengambil contoh kasus keberhasilannya di beberapa kota yang ada di Indonesia.
